It will always blow you East, into the rising sun. To get to Balboa, you need either engines, fueled with a small forest's worth of wood, or a crapload of paddles and a lot of time. Balboa is unique in that it will *ALWAYS* spawn upwind, with the idea that players would be putting those engine blueprints to work.

The way the game generates islands you will find the same things traveling against the wind as you will just letting your raft drift with the wind.
